Black & white portrait of Colonel Ellsworth N. Phelps of Windsor in his later years. Phelps served in the 22nd Regiment, Connecticut Volunteers, Infantry during the Civil War. He was a prominent Windsor farmer and tobacco grower and active in community affairs.
